Why sixteen tiles?
Learn five sets and a pair, flower replacement, tai and base-plus-tai settlement.
A common set has 136 regular tiles and eight flowers. Non-dealers receive 16 and the dealer 17, then discards. Without kongs, drawing gives 17 and discarding returns to 16. A normal win has five sets and a pair.
The extra component is a set, not a second pair. Check 3×5+2=17: four sets and a pair leave an entire set missing. Extra physical kong tiles and exposed flowers are counted separately.
